As an experienced policy strategist, Saravanan is MORROW’s Director in Urban Advisory & Research, leading the firm in areas related to urban strategy, governance, and city competitiveness. His work focuses on supporting cities and regions in strengthening their liveability, resilience, economic competitiveness, and institutional capacity. He currently sits on the Bloomberg New Economy Dynamic Cities Coalition.
Saravanan brings a distinctive blend of public and private-sector insights across global benchmarking indices. He has previously led Index Research at Singapore’s Centre for Liveable Cities, where he worked on liveability benchmarking and policy insights for senior government audiences. Prior to that, he served on the advisory expert panel at the Chandler Institute of Governance. He was also a Senior Consultant in Portland’s Government Advisory Division, working across London, Doha, and Singapore on national reputation and soft power, including developing the Soft Power 30 Index.
Saravanan has contributed to several globally recognised urban and governance indices, including the Economist Intelligence Unit’s Safe Cities Index, the Chandler Good Government Index, and the Bloomberg Dynamic Cities Index. He is an Adjunct Lecturer at the National University of Singapore’s Master of Urban Planning programme, a Resonance WRLDCTY Fellow, and a Milken Institute Young Leader. He is also trained in strategic foresight by Singapore’s Centre for Strategic Futures and the Lee Kuan Yew School of Public Policy Executive Education.
